Mandatory requirements of the law in the field of arms trafficking

From the third Saturday of August to October 15, 2019, a summer-autumn hunting season opened in the territory of the Magadan Region.

The Russian Guard reminded the Kolyma residents of the mandatory requirements of legislation in the field of arms trafficking. In accordance with the Decree of the Government of the Magadan Region dated March 26, 2014 No. 229-PP, from the third Saturday of August to October 15, 2019, the summer-autumn period of hunting for waterfowl and swamp-meadow game was opened in the territory of the Magadan Region, the press service told MagadanMedia service of the Office of the National Guard of the Magadan Region.

According to the Federal Law of July 24, 2009 No. 209-ФЗ “On Hunting and the Preservation of Hunting Resources ….” a hunter is an individual, information about which is contained in the state hunting register.

A hunter, being in the hunting grounds, must have: a hunting ticket, permission to store and carry firearms, a license to shoot objects of the animal world.

The right to hunt is granted by a hunting ticket of a single federal sample approved by order of the Ministry of Natural Resources of Russia dated January 20, 2011 No. 13. Until the opening of hunting, hunters with guns are not allowed in the hunting grounds.

When traveling to hunting grounds, weapons must be transported disassembled, discharged and in a case. When transporting ammunition can not be packed in the same packaging with weapons. According to Part 2 of Art. 20.12 Administrative Code for violation of these rules provides an administrative penalty in the form of a fine in the amount of from 1 thousand to 1 thousand 500 rubles. It also provides for the seizure of weapons. The carrying of long-barreled firearms in the hunting grounds is carried out in an uncovered state, with an equipped magazine put on a fuse.

It is strictly forbidden to carry firearms to persons who are intoxicated.

According to Part 4.1 of Art. 20.8 of the Administrative Offenses Code of the Russian Federation for violation of these rules, an administrative penalty is imposed in the form of a fine of 2 thousand to 5 thousand rubles with confiscation of weapons and ammunition for it, or deprivation of the right to acquire and store or store and carry weapons for a period of one year to two years confiscating weapons. Moreover, the weapon, as in the previous case, is subject to seizure.

To avoid the loss of weapons when crossing the river or rafting on the river, it is recommended to tie them to the sides of the boat or put on themselves. It is strictly forbidden to leave the weapon unattended and transfer it to other persons.

In the event of the loss of arms, its owner must immediately inform the division of licensed permit work or the division of internal affairs bodies at the place of residence.

Each citizen himself is responsible for the safety of his weapons and bears responsibility for this, therefore, for violation of the rules of storage or loss of firearms, the hunter is held administratively liable. Part 4 of Art. 20.8 Administrative Code provides a fine in the amount of 500 rubles to 2 thousand rubles, or deprivation of the right to purchase and storage or storage and carrying weapons for a period of 6 years to one year.
